Chief Bernard G. Dugan, 64, of New Cumberland, passed away on Thursday, October 26, 2023 in Penn State Health Holy Spirit Medical Center, East Pennsboro Twp. with his loving wife and family at his side.

He was the current Chief of Police with the Annville Township Police Department and previously served as an officer and then Chief of Police with the Fairview Twp. Police Department for more than 30 years where he first retired in 2012.  He was a graduate of Cedar Cliff High School in 1977.

Bernie’s active career spanned many years of service to several communities.  After working security at the former Harrisburg Mall, He graduated from the Police Academy at Harrisburg Area Community College and was hired by Fairview

Township Police in1982. Promoted to Sergeant in 1999, he guided the department as the PLEAC Accreditation Manager obtaining accreditation. He was promoted to Chief in 2004. During his tenure he guided the department through PLEAC reaccreditations, and a station move to Limekiln Rd. Bernie was also a DARE officer for many years. His activities as Intelligence and Information Liaison with the South Central Task Force encompassed eight counties in Pennsylvania. His efforts greatly enhanced the sharing of critical information between local, state, and federal government entities, and private sector partners to keep our communities safe.

He retired as Chief of Fairview in 2012 to become Chief of Annville Township Police Department in Lebanon County on March 19th 2012. He immediately began effortlessly to bring leadership and professionalism to the department as part of his new role. Through Chief Dugan’s leadership, Annville Township became the first PLEAC accredited police department in Lebanon County. He was currently spear heading work on regionalization of Annville and Palmyra Police departments knowing this would give the residents of Annville the best service. With a working relationship with Lebanon Valley College, it was easy to see his passion for the youth in the community as well as his dedication to the residents of Annville over the last 11 years. Bernie was also serving as a member of Lebanon County Chiefs of Police and served on several committees at the time of his passing.

Bernie was born in Chester, Delaware County, PA, the son of the late Bernard J. and Barbara (Ward) Dugan.

Chief Dugan resided in New Cumberland with Karen (Nordstrom) Dugan, his,wife of 22 years. Their blended family consists of Andre Joel Bower, wife Lee of Orange, VA.  Denise Alsted, husband Tom, of Etters, PA, Son Timothy Files of New Cumberland, PA. Sarah E. Dugan, of Camp Hill, PA and Bernard W. Dugan and wife Andrea, of Etters, PA; his brother Patrick J. Dugan and wife Teri of Secane, PA; seven grandchildren; and his niece Katie Dugan.

Visitation will be held on Friday evening, November 3, 2023 from 5-7 pm in Parthemore Funeral Home & Cremation Services, New Cumberland with a scripture service beginning between 6:45 and 7 pm.  A second visitation will be held at 9 am followed by a memorial service at 10 on Saturday, November 4, 2023 at St Paul the Apostle Church in Annville. Burial will be in Emanuel Cemetery, Lewisberry.
