James Lawrence Carter, age 70, died September 26, 2017. James was born in Hazleton, PA, the younger son of Marian H. (Hoegg) and Foster L. Carter. He was preceded in death by his son, Mark Ryan. He is survived by his brother and sister-in-law, George and Joyce Carter, of Greensburg, PA, a daughter and son-in-law, Tracy and Charles Bohl, and a grandson, Ryan James, all of New Cumberland, and a very dear and significant travel companion Billie Jane Bailey of Mt. Joy.

James was a graduate of Hazleton High School and earned college degrees from the Harrisburg Area Community College, Bloomsburg University, and Temple University. During a career in education spanning thirty-four years, James taught English and mathematics at the Mining and Mechanical Institute (Freeland, PA) and mathematics at the Dauphin County Technical School (Harrisburg) before entering educational administration in the West Shore School District. While employed with the West Shore School District, James served as an assistant principal at Cedar Cliff High School, principal at Allen Middle School, and Supervisor of Child Accounting and Alternative Programs at the district level. In addition to holding professional certification as a teacher, James was certificated as a Secondary Principal. He held an Assistant Superintendent’s Letter of Eligibility and a Superintendent’s Letter of Eligibility. After retiring from public education, James taught mathematics and construction technology courses for the Technical Studies Department of the Dona Ana Community College, New Mexico State University, in Las Cruces, New Mexico. He also volunteered as an instructor for the American Association of Retired Persons (AARP) Driver Safety Program (DSP).

James was an Eagle Scout, earned his God and Country Award, and served as a Junior Assistant Scout Master before becoming an Assistant Scout Master and Scout Master while living in Elizabethtown, PA. He was a member of Phi Delta Kappa, Kappa Beta Delta, and Phi Theta Kappa fraternities. He was a member of the Lowther Manor Lodge #781, F & AM, a life member of the National Rifle Association, a life member of the Picacho Gun Club (Las Cruces, NM), and a life member of both the Pennsylvania Association of School Retirees (PASR) and the Cumberland County Chapter of PASR

James was an avid reader and enjoyed the sites of nature. He traveled extensively throughout the United States, and ventured overseas when the opportunity presented itself. Hiking often took him to remote locations where he could find peace and solitude while enjoying the beauty of nature. When not engaged in educational activities, James volunteered his time in service to his community by holding positions on planning commissions, advisory councils, and boards of directors for several organizations in Pennsylvania and New Mexico.

Private Services will be held at the convenience of the family.
